Fish should walk so they can get out of their bowl and see more of the world, so he decrees and we get to see what the world would look like if Henry ruled. The fish loves it at first but falls flat and gets mad at Henry. OR sheer wish fulfillment that always turns bad---money, candy, toys, no mean mom, etc.......The parents try to get him to take the crown off, they don't know what he is doing, but we knows in Henry's world he is king. Maybe too obvious on the nose.
